Rwf 250 billion industrial parks project to create over 25,000 jobs

Rwanda plans to invest about Rwf 250 billion in the development of industrial parks across the country, in a move expected to generate more than 25,000 jobs and boost industrialisation.

The development was announced by Fred Mugabe, head of industrial policy at the Ministry of Trade and Industry Rwanda, who said the parks will be developed on over 8,000 hectares.

The project will be implemented in phases, depending on available resources, as part of efforts to strengthen the country’s manufacturing base and attract private investment.

The planned industrial zones will be established in Bugesera District, Muhanga District, Musanze District and Rwamagana District. In the 2025/2026 fiscal year, the government allocated Rwf 10 billion to support initial infrastructure development in the four sites.

Addressing the Senate, Minister of Trade and Industry Prudence Sebahizi said the government is working in partnership with the private sector, including facilitating compensation for residents affected by industrial expansion.

He noted that infrastructure within the parks will be developed progressively to support investors and ensure efficient operations.

The initiative is aligned with the National Strategy for Transformation (NST2), which targets the creation of more than 63,000 jobs in the industrial sector by 2029.

Rwanda’s industrial sector recorded an 11% growth in 2025, surpassing the 9.5% target set under NST2.

The Kigali Special Economic Zone in Masoro, located in Gasabo District, exported goods worth over Rwf 425 billion in 2025 and currently employs more than 22,000 permanent workers.

Officials say the expansion of industrial parks will be critical in increasing domestic production, reducing imports, and positioning Rwanda as a competitive hub for industrial investment.
