Forty-five junior officers from Rwanda’s security and justice institutions have completed a five-month leadership and management training programme at the Rwanda Police College in Musanze District.
The graduation ceremony for the 14th intake of the Police Junior Command and Staff Course was presided over by the Inspector General of Police, CG Félix Namuhoranye.
Participants were drawn from the Rwanda National Police, Rwanda Correctional Service (Rwanda Correctional Service (RCS)), the National Intelligence and Security Service (National Intelligence and Security Service (NISS)), and the Rwanda Investigation Bureau (Rwanda Investigation Bureau (RIB)).
Focus on modern leadership and security challenges
CG Namuhoranye said the security environment is increasingly shaped by rapid technological change and the influence of social media, requiring security institutions to continuously adapt their operational approaches.
He stressed that effective policing and security work must go beyond responding to threats, and also focus on building public trust and strengthening cooperation with communities.
Emphasis on coordination and service delivery
The Police Chief urged graduates to apply the leadership skills acquired to improve coordination across institutions and enhance efficiency in service delivery.
He noted that modern security leadership requires adaptability, professionalism, and a stronger focus on citizen-centred policing in an evolving security landscape.
