The City of Kigali spent more than Rwf 109.4 billion during the first six months of the 2025/2026 fiscal year, accounting for nearly half of its approved annual budget, officials have told Parliament.
The disclosure was made to the Budget and National Patrimony Committee of the Chamber of Deputies, which is assessing the implementation of the national budget for the period ending January 9, 2026.
According to city authorities, the amount spent represents 48.2 percent of Kigali’s total budget of over Rwf 220 billion for the 2025/2026 fiscal year. The funds were allocated to a range of activities, with infrastructure projects accounting for a significant share.
The committee’s oversight exercise, which includes field visits to ongoing projects, is scheduled to take place across all districts of the City of Kigali on Monday, January 12, 2026.
City officials briefed lawmakers on progress made and outlined challenges affecting several projects, particularly in infrastructure development, as well as measures being taken to address implementation bottlenecks.
Members of Parliament visited selected projects across the capital to assess progress on the ground and identify issues to be considered during the forthcoming budget revision.
Overall, Kigali has achieved 43 percent budget implementation so far, leaving 57 percent of planned activities to be completed in the remaining half of the fiscal year, using the balance of 51.8 percent of the allocated funds.
