The Rwanda Investigation Bureau (RIB) has arrested a university lecturer accused of sexually abusing underage girls after allegedly luring them with money.
In a statement issued on Monday, January 19, 2026, RIB confirmed the arrest of Dr. Manirakiza Benjamin, following complaints and preliminary investigations into the alleged offences.
According to RIB, initial findings indicate that the suspect, on several occasions, engaged in sexual acts with underage female students from secondary schools in Bugesera District, promising them money in exchange.
The suspect is currently detained at the Rwezamenyo RIB Station, and his case file has been forwarded to the National Public Prosecution Authority for further legal action.
RIB emphasized the seriousness of the offence, noting its devastating impact on victims and wider society.
“Sexually abusing a child is a grave betrayal that destroys the child’s future and has lasting consequences for families and the nation,” the bureau said, warning that such crimes will not be tolerated.
The investigative body also urged children and young people to be cautious of individuals who attempt to lure them with money or other incentives intended to draw them into sexual exploitation or abuse.
Under Article 14 of Law No. 059/2023 of December 4, 2023, which amended Law No. 68/2018 of June 30, 2018 on criminal offences and penalties, sexual abuse or exploitation of a child is a serious criminal offence.
If convicted, the crime carries a prison sentence of between 20 and 25 years, while offences committed against a child under the age of 14 are punishable by life imprisonment.
