The Ministry of Local Government (MINALOC) has directed that community assemblies (Inteko y’Abaturage) will now be held twice a month, under new guidelines aimed at strengthening citizen participation in governance and local development.
The directive, issued on January 21, 2026, seeks to provide residents with a structured platform to contribute to decision-making, resolve community challenges, and participate in planning and implementation of development and social welfare programmes.
MINALOC said the updated guidelines also allow community assemblies to be conducted through digital platforms, a move intended to widen participation and ensure inclusivity.
According to the new framework, assemblies will take place on the Tuesday of the first and third weeks of every month, between 2:00 pm and 5:00 pm.
The ministry noted that where an assembly cannot be held as scheduled, the cell leadership is required to formally notify the district authorities.
Under the guidelines, community assemblies will be convened and chaired by the Cell Executive Secretary, or their deputy in cases of absence.
The move is part of ongoing reforms to improve accountability, grassroots engagement and service delivery across local administrative structures.
