Kigali, February 11, 2026 — Musonera Gaspard has officially taken the oath of office as commissioner of the National Electoral Commission (NEC) in a ceremony led by Supreme Court president Domitilla Mukantaganzwa.
The ceremony, held at the Supreme Court headquarters, underscores the weight of the office.
President Mukantaganzwa stressed that the oath is not ceremonial but a solemn pledge to serve Rwanda faithfully. “The oath is a commitment to the nation. What you pledge is binding and reflects your responsibility to Rwanda,” she said.
Musonera’s appointment was confirmed by the cabinet on January 28, 2026, vetted by the parliamentary Political and Governance Committee on February 3, and approved by the senate. His extensive experience, including his tenure as permanent secretary at the Ministry of Public Service and Labour (MIFOTRA), positions him to fulfill his responsibilities effectively.
President Mukantaganzwa encouraged Musonera to collaborate closely with his NEC colleagues and reaffirmed confidence in his ability to uphold the integrity of the commission.
The ceremony highlights Rwanda’s commitment to strengthening its electoral institutions with capable, accountable leadership.
