The AFC/M23 administration in North Kivu has announced new leadership changes in Goma city, reshaping both political and administrative roles under its control.
According to North Kivu Governor Bahati Musanga Erasto, operating under AFC/M23, Ngabo Désiré Kisuba has been appointed Mayor of Goma, replacing Julien Katembo Ndalieni, who has been reassigned to lead Lubero Territory.
Kisuba previously served as Deputy Mayor, a move the group says reflects internal promotion of experienced local administrators within its governance structure.
In a separate appointment, Nshimiyimana Juvénal, previously in charge of mobilization and recruitment within AFC/M23, has been named Deputy Mayor of Goma.
The reshuffle underscores the integration of figures with military-linked backgrounds into civilian administrative roles, as AFC/M23 consolidates its control over areas under its influence.
The changes come amid continued rejection by Kinshasa of AFC/M23’s authority, with the government maintaining that the group is operating with external backing—claims the movement denies.
North and South Kivu provinces remain the epicentre of clashes involving FARDC, allied forces including Burundian troops, Wazalendo militias, and FDLR elements against AFC/M23.
The latest appointments highlight ongoing efforts by AFC/M23 to strengthen governance structures in territories it controls, despite the fragile and volatile security situation in the region.
Analysts warn that while such administrative consolidation may reinforce control on the ground, it risks further complicating already fragile peace efforts between the parties.
