The Rwanda Investigation Bureau has arrested Habarurema Jean D’amour, who is suspected of targeting young women with fake job offers before allegedly sexually assaulting and robbing them.
According to RIB, the suspect used a WhatsApp group named “shaka umukunzi,” where job advertisements were circulated. He is said to have identified women seeking employment, contacted them privately, and falsely promised them jobs in Shyorongi.
Investigations indicate that victims were invited to meet him, after which they were allegedly taken to a secluded area where he would assault them and steal their belongings, often under threats of violence.
RIB added that some victims were minors, while others managed to escape before being assaulted, including one who reportedly fought back and injured the suspect with a knife.
The victims are reported to have come from different parts of the City of Kigali, as well as Kamonyi and Bugesera districts.
The suspect is being held on allegations including rape, attempted murder and defilement.
RIB commended members of the public for sharing information that led to his arrest and reiterated its warning against individuals who exploit job seekers through fraudulent promises, urging the public to remain cautious and verify all employment opportunities.
