DC Clement remanded for 30 days over alleged incitement and public disorder charges

The Primary Court of Gasabo has ordered that journalist Niyigaba Clement, popularly known as DC Clement, be remanded in custody for 30 days pending trial.

The ruling was delivered on Thursday, April 30, 2026, with the court determining that he will continue to be prosecuted while in detention on four charges he is accused of.

DC Clement had previously appeared before the same court on April 27, where he applied for provisional release, requesting to be allowed to attend trial while out on bail.

The Prosecution alleges that he is charged with inciting public unrest, resisting lawful authority, and committing acts of violence against public officials. The case relates to an incident in Jabana Sector, where local authorities were enforcing the demolition of an unpermitted school structure.

According to the Prosecution, DC Clement allegedly used inflammatory language against officials, encouraged residents to resist enforcement actions, and engaged in violent conduct targeting a construction officer, including damaging a vehicle and throwing stones.

In court, DC Clement admitted wrongdoing, stating that his actions were driven by anger and not premeditated, and he issued an apology. He also requested provisional release, citing family responsibilities, including caring for his ill wife, and offered to provide bail security.

However, the court ruled that he should remain in custody for 30 days, stating that the grounds presented for release were insufficient to justify bail at this stage of proceedings.
