Rwanda Police intensifies use of technology in modern security operations – CG Namuhoranye

The Inspector General of Police, CG Felix Namuhoranye, has said that crime has increasingly evolved in form, noting that many offences are now committed without perpetrators physically appearing at the scene. He stressed that this shift has made technology a central tool in modern policing.

He made the remarks during a ceremony marking the induction of 436 newly appointed Assistant Inspectors of Police (AIP), alongside celebrations of 25 years of security cooperation.

CG Namuhoranye said that today’s security threats are largely technology-driven, making traditional methods such as border interception insufficient on their own, as offenders can now execute crimes remotely while remaining elsewhere.

He explained that the Rwanda National Police has responded to this shift by investing significantly in digital systems and artificial intelligence to strengthen security management and crime prevention.

“Security threats are increasingly changing in nature, especially those enabled by technology. It is in this regard that the Rwanda National Police has invested heavily in technology-based security management as well as artificial intelligence,” he said.

He further highlighted that over the past 25 years, the Police has worked closely with citizens, building a community-centered approach to security.

“The role of citizens in ensuring their own security in Rwanda is an unquestionable principle,” he added, noting that community participation remains a cornerstone of policing.

CG Namuhoranye also expressed appreciation to President Paul Kagame and the national leadership for their continued support, which he said has strengthened the Police in fulfilling its mandate of protecting lives and property.

He said the 25-year milestone of security cooperation offers an opportunity to reflect on progress made, current challenges, and future priorities, particularly in adapting to increasingly complex security threats.

President Paul Kagame, who attended the ceremony, commended police officers for their dedication and professionalism over the past 25 years, which he said has contributed significantly to national safety and stability.

He also praised the institution’s strong values both domestically and in international peace support missions, noting that effective security in Rwanda has been achieved through collaboration between security organs and active citizen participation.
