Residents of Ruyenzi Sector in Kamonyi District have expressed concern over the construction of a fuel station being developed on a steep, artificially created hillside overlooking residential homes along the Kigali–Muhanga highway.
The site, located near Runda Centre, sits on a platform formed by piled and levelled soil, which residents say creates an elevated structure that could pose safety risks to nearby households situated directly downhill.
Locals have raised fears about potential hazards linked to fuel storage, stormwater runoff, and soil instability, particularly during heavy rains. Some also questioned the safety implications in the event of road accidents at the elevated station.
Residential houses and a nearby place of worship are located just below the construction area, with drainage channels reportedly directing water and soil from the site into inhabited areas.
“We are worried because everything from that site flows directly towards our homes, especially during rainfall,” one resident said, adding that the structure appears unstable.
Another resident cited road safety concerns, questioning what could happen if a fuel tanker or vehicle lost control at the station.
Kamonyi District authorities acknowledged the concerns, saying inspections had been carried out and the developer instructed to meet additional technical requirements before full-scale construction continues.
Kamonyi District Mayor Dr. Sylvère Nahayo said the investor holds a valid construction permit but must comply with further safety and environmental conditions.
“There are adjustments that must be made, particularly regarding drainage and managing rainwater runoff,” he said, adding that the district is reviewing technical compliance to ensure the project does not endanger residents.
Authorities said the project will undergo further assessment to verify adherence to construction and environmental safety standards before final approval for continued works is granted.
The development has sparked broader questions among residents about how the site was approved for a fuel station in a densely populated area and whether additional technical oversight may be required.
