The security pillar has ranked first in the 13th edition of the Rwanda Governance Scorecard (RGS), a nationwide assessment of governance conducted by the Rwanda Governance Board (RGB) in 2026.
The findings, released on Thursday, October 22, 2026, show that the security pillar scored 90.15 per cent, outperforming all other governance indicators.
It was followed by the pillar covering anti-corruption, transparency and accountability, which scored 85.80 per cent. The rule of law ranked third with 85.47 per cent.
Service delivery ranked last, scoring 68.4 per cent, a decline of 3.25 percentage points compared with the previous assessment.
Security and citizen safety have consistently ranked first in all 13 editions of the governance scorecard since it was introduced in 2010.
The country’s security institutions have also received praise from President Paul Kagame, who is the Commander-in-Chief of the Rwanda Defence Force (RDF).
In late 2025, Kagame commended the RDF, Rwanda National Police and other security institutions for their professionalism, values and dedication to protecting the country, its people and their property, as well as contributing to peace through international missions.
He said the security institutions Rwanda has today are the ones he had long aspired to build.
