Police search for four foreigners filmed on one motorcycle

Rwanda National Police has launched a search for four people filmed travelling on a single motorcycle in Gisozi, Kigali, warning that they will face penalties if caught.

The announcement was made on Friday, October 23, 2026, after a video circulated on X showing four people on a motorcycle bearing registration number RE776F, sparking widespread discussion on social media.

Tuyisenge Jean Pierre was among those who raised concerns about the incident, urging police to investigate. He warned that the way the individuals were travelling could cause an accident and suspected they might have been under the influence of alcohol.

In response, Rwanda National Police thanked him for sharing the information and said it had begun searching for the motorcycle and those involved so they could be held accountable.

“This is unacceptable. We are looking for this motorcycle so that those involved can be punished,” police said.

Another X user, Leonidas, later questioned Rwanda National Police and the Rwanda Investigation Bureau (RIB) about why foreigners continued to engage in such behaviour, expressing concern that it could damage Rwanda’s image.

Responding to the post, Rwanda National Police spokesperson ACP Boniface Rutikanga said foreigners who commit crimes or other offences in Rwanda are subject to the law like everyone else. He added that some may also be deported to their countries of origin.

“No, that is absolutely not the case! Foreigners who commit crimes or other offences here in Rwanda are punished, including through deportation to their home countries. We have started looking for those seen in this video, and they will be punished. It should be clear that no one is above the law,” he said.

Rwanda’s traffic regulations allow a motorcycle to carry a maximum of two people: the rider and one passenger. Carrying more people than permitted can increase the risk of accidents and endanger the lives of road users.

Rwanda National Police has urged all road users to obey traffic regulations and avoid behaviour that could cause accidents, emphasising the need to protect their own lives and those of others.
