Journalist Niyigaba Clement, widely known as DC Clement, has petitioned the Primary Court of Gasabo to be released on bail, citing personal and legal grounds including his wife’s illness and his clean criminal record.
During a bail hearing on Monday, the accused appeared in court accompanied by his legal team, Bayisabe Irene and Uwizeyimana Dative, who argued that their client is of good standing and had no prior offenses before his arrest.
The defence presented supporting documents from local authorities as well as a letter from the Rwanda Media Commission, attesting to his previously unblemished professional conduct.
They also challenged the prosecution’s case, pointing to inconsistencies in witness testimonies. According to the defence, statements from five individuals cited in the case contradict each other, raising doubts about their reliability.
Lawyers further argued that DC Clement neither defied authorities nor incited public unrest, disputing charges linked to causing public disorder. They also questioned the inclusion of certain charges, such as property damage, noting that no formal complaint had been filed.
Addressing the court, the defence highlighted the accused’s family situation, stating that his wife, Manzi Aliane, is currently ill and caring for their seven-month-old twins.
DC Clement told the court he is prepared to provide bail, including a house in Busanza valued at Rwf 150 million, and comply with any conditions set if granted provisional release.
The prosecution maintained its position, expressing concerns over the case, while the defence insisted that the evidence presented is insufficient.
The court is expected to rule on the bail application on April 30, 2026.
