Kagame elevates senior and junior police officers in latest promotion exercise

Rwanda’s President, Paul Kagame, has approved a new round of promotions within the Rwanda National Police, elevating officers across various ranks, including top leadership positions.

The promotions see several senior officers advancing from Assistant Commissioner of Police (ACP) to Commissioner of Police (CP), while others move up from Chief Superintendent of Police (CSP) to ACP, in a development aimed at reinforcing leadership and operational efficiency within the force.

According to the official communiqué, the following officers have been promoted to the rank of Commissioner of Police (CP):

  • Emmanuel Karasi
  • Bertin Mutezintare
  • Jean Népomuscène Mbonymuvunyi
  • Barthélemy Rugwizangoga
  • Fidèle Mugengana

Promoted to Assistant Commissioner of Police (ACP) are:

  • Claude Bizimana
  • Adolphe Nyagatare
  • Rango Ndoli
  • Callixte Kalisa
  • Vincent Habintwari Bihigi
  • Antoine Munyampundu
  • Faustin Kalimba
  • Hodali Rwanyindo
  • Christian Safari
  • Alexis Nyamwasa

The promotion exercise also cuts across multiple ranks within the police structure. Five officers were elevated from Senior Superintendent of Police (SSP) to Chief Superintendent of Police (CSP), while 94 advanced from Superintendent of Police (SP) to SSP. A further 161 officers moved from Chief Inspector of Police (CIP) to SP, 574 from Inspector of Police (IP) to CIP, and 17 from Assistant Inspector of Police (AIP) to IP.

Among non-commissioned officers and rank-and-file personnel, 282 officers were promoted from Staff Sergeant (S/SGT) to Chief Sergeant (C/SGT), 763 from Sergeant (SGT) to Staff Sergeant, 1,886 from Corporal (CPL) to Sergeant, and 1,949 from Police Constable (PC) to Corporal.

The latest promotions underscore ongoing efforts to strengthen professionalism, reward performance, and enhance service delivery within the Rwanda National Police.
