Minister of National Unity and Civic Engagement Dr. Jean Damascène Bizimana has called on young people to embrace discipline and strong moral values, saying these are essential qualities for an Intore.
He made the remarks on Monday during a lecture to participants of the 16th cohort of Itorero Indangamirwa at the Gabiro Military Training Centre in Gatsibo District.
The session focused on the role of national unity in Rwanda’s history, the origins of genocidal ideology, and the events that led to the 1994 Genocide against the Tutsi.
Dr. Bizimana urged the youth to consistently reflect values that demonstrate exemplary conduct in their daily lives.
“No bad behavior should characterize an Intore,” he said. “An Indangamirwa is someone defined by values that make everyone wish to emulate them.”

He encouraged participants to make a personal commitment to responsibility and self-discipline, emphasizing the importance of being role models in their actions and decisions.
“Every morning you wake up, tell yourself: ‘I must be a role model in my actions, my behavior, and in what I must avoid,’” he said. “Apply this in your daily life and continue to uphold it even after you leave this training.”
The Itorero Indangamirwa programme brings together Rwandan youth from the diaspora, students in international schools operating in Rwanda, and graduates of the national Urugerero youth programme.
The six-week training, running from July 1 to August 10, 2026, is designed to instill knowledge of Rwandan values, culture and history, while strengthening discipline, patriotism and resilience in facing life challenges.
Participants are also trained to serve as ambassadors of Rwanda, contribute to national development, and reflect on their role in safeguarding national achievements and driving future progress.
