Jean Marie Vianney Ndayizigiye has been appointed Permanent Secretary in the Ministry of Health, while Ambassador Fidelis Mironko has been named Permanent Secretary in the Ministry of Foreign Affairs and International Relations.
The appointments were made during the Cabinet meeting held by President Paul Kagame on Friday, November 28, 2025.
Ambassador Fidelis Mironko replaces Clementine Mukeka, who had served as Permanent Secretary in the Ministry of Foreign Affairs since May 11, 2020.
Amb. Mironko brings extensive experience in bilateral and international relations, as well as political affairs. He has served in various diplomatic roles across Europe, the Middle East, and North America, representing Rwanda’s interests and strengthening its global diplomatic presence.
He previously served as Rwanda’s Ambassador to Türkiye and concurrently represented the country in Kazakhstan, Azerbaijan, Lebanon, and Jordan between 2020 and 2023. He was First Counselor at the Embassy of Rwanda in the United Kingdom (2015–2020) and Second Counselor at the Embassy of Rwanda in Washington, D.C. (2010–2015).
He holds a Master’s degree in International Relations from Western Illinois University (2005–2007), a Bachelor’s degree in International Relations from St. Cloud State University (2002–2004), and another undergraduate qualification from the University of Massachusetts Boston (2000–2002).
Others appointed include Jean Marie Vianney Ndayizigiye, who becomes the Permanent Secretary in the Ministry of Health, replacing Dr. Muhammed Semakula, who was in office since July 16, 2025.
Ndayizigiye has been serving as Director of Internal Audit at Rwanda Energy Group (REG) since 2021. He previously held a similar role at Unguka Bank Plc from April 2019 to October 2021.
He holds a Bachelor’s degree in Accounting Sciences from the former National University of Rwanda (2008) and later earned a Master’s degree from the University of Rwanda in 2015.
Before joining the energy sector, he served as the University Director of Internal Auditor at the University of Rwanda from July 2016 to February 2019.
