Gen (rtd) James Kabarebe has formally handed over his duties as minister of state in the ministry of foreign affairs and international cooperation in charge of regional cooperation to his successor, Dr. Usta Kayitesi.
The ceremony was held on Thursday evening, 11 December 2025, at the ministry’s headquarters in Kigali. It followed the recent swearing-in of Dr. Kayitesi and other officials appointed in the latest government reshuffle.
Gen (rtd) Kabarebe, who concluded his tenure as minister of state, has now been appointed senior security advisor in the office of the president.
Dr. Kayitesi joins the ministry after serving as a senator, a role that has since been taken over by Dr. Charles Muligande. She also chaired the senate committee on political affairs and governance.
The ministry recorded another transition as newly appointed permanent secretary Fidelis Mironko took over from Clementine Mukeka.
Dr. Kayitesi previously served as chief executive officer of the Rwanda Governance Board (RGB) from July 2019 to August 2024, following an earlier term as deputy CEO of the institution.
