Rwandan President Paul Kagame has congratulated his Guinean counterpart, Mamady Doumbouya, on winning the country’s first presidential election since he assumed power, ousting Alpha Condé in September 2021.

In September 2025, Guinea-Conakry held a constitutional referendum in which nearly 89% of citizens approved changes allowing General Doumbouya to run for president.

The new constitution also extended the presidential term from five to seven years.

The Supreme Court of Guinea confirmed the results, showing that President Mamady Doumbouya, who led the transitional government, won with 86.7% of the vote.

President Kagame, a personal friend of Doumbouya, congratulated him in a message posted on X.

“Congratulations to my brother, President Mamadi Doumbouya, on his election as President of the Republic of Guinea. We look forward to deepening our strong bilateral relations and working closely together to advance our shared priorities and the prosperity of our nations.”

On January 4, 2026, President Doumbouya addressed the nation on television, declaring a new era of unity.

“Today, we enter a period without winners or losers. Now there is one Guinea, indivisible and united.”

He called on citizens to build a peaceful and just nation, where resources are shared and all people enjoy political and economic independence.

During his visit to Rwanda in May 2025, General Mamady Doumbouya was warmly received by Guineans living in the country. He had previously attended President Kagame’s inauguration in August 2024.

President Kagame also made a two-day working visit to Guinea-Conakry in November 2025. Together, the two leaders launched the Simandou Iron Ore Project, which, when fully operational in 2030, is expected to produce up to 120 million tons of iron annually.

Rwanda and Guinea-Conakry maintain strong bilateral ties and cooperate across multiple sectors. In October 2024, the countries signed 12 agreements covering tourism, agriculture, energy, export promotion, economy, security, mining, culture, and industrial park development.

Both countries continue to deepen diplomatic and economic relations. In 2016, President Kagame received Guinea’s highest honor, the Grand Croix, in recognition of his exceptional leadership and diplomatic contributions.
