The Rwanda Investigation Bureau on Tuesday, March 10, 2026, presented two men suspected of committing multiple crimes, including fraud and the sexual assault of underage girls.
The crimes, investigators say, occurred at different times in Rwamagana District. The suspects have been identified as Sebahizi Jean Chrisostome, 27, who allegedly posed as a job recruiter, and Twagirayezu Jean Marie Vianney, 31, who reportedly presented himself as a company manager.
RIB said the men are under investigation for five offenses: rape, forcing someone into sexual acts, obtaining information with the intent to commit a crime, fraud, and forming or participating in a criminal group. Investigators noted that the case initially involved fraud but later escalated into sexual assault.
According to RIB, Sebahizi frequently operated near the Nyabugogo bus terminal in Kigali, targeting young girls seeking employment. He reportedly selected victims he believed could be easily deceived.
Thierry Murangira, RIB’s spokesperson, said Sebahizi would stage phone calls, pretending to consult an employer who had allegedly been disappointed by a previous employee. Overhearing the conversation, victims would approach him for a job opportunity, which he promised to secure. He would then instruct them to speak with the purported employer about salary details.
After these interactions, victims were allegedly taken to Rwamagana District, where they were robbed and sexually assaulted. Investigators said that in a location locally known as “Ku Kijumba,” the suspect would ask the victim to buy a chicken for the supposed employer, then lead them into a nearby forest, threaten them with a knife, steal their belongings, and commit sexual assault.
The assaults reportedly occurred in Musha Sector and Karenge Sector.
Murangira urged the public to remain vigilant and exercise caution when dealing with strangers. “Why do people fail to be cautious? Sometimes they trust too quickly without seeking advice from others,” he said.
So far, seven victims have filed complaints with RIB, including two who reported being assaulted in a forest in Musha Sector.
The suspects are currently detained at the RIB station in Kigabiro Sector as investigations continue. RIB also called on the public to report suspected crimes promptly to prevent further incidents.
