Ngoma district tops 2024–2025 performance rankings, setting standard for local development

Ngoma District in Rwanda’s Eastern Province has emerged as the top-performing district in the 2024–2025 performance evaluation, scoring 77.2%, the National Institute of Statistics of Rwanda (NISR) announced.

The annual assessment measures how districts implement their performance contracts, focusing on citizen welfare, economic growth, and good governance.

Gisagara followed closely with 76.6%, and Nyagatare secured third place at 74.3%. Gakenke (74.2%) and Gatsibo (73.5%) completed the top five districts.

The evaluation assesses key pillars including economic development, social welfare, governance, and effective management of public resources—indicators that reflect how well national programs are delivered at the local level.

Other districts such as Nyamagabe (73.5) and Muhanga (73.0) performed well, while Rwamagana and Kirehe both scored 72.7. Bugesera, Kamonyi, and Nyamasheke scored between 72.6 and 71.9.

At the lower end, Nyabihu ranked last with 54.4%, followed by Rulindo (59.1%) and Rutsiro (61.0%). Overall, NISR reported an average district performance of 69%, signaling progress while highlighting opportunities to improve efficiency and productivity.

Analysts attribute Ngoma’s success to effective execution of development projects that enhance economic growth and citizen well-being. The assessment provides critical guidance for local authorities to strengthen planning, execution, and service delivery, further advancing the welfare of Rwandans nationwide.
