Prime Minister Dr Justin Nsengiyumva has urged the Organisation of African, Caribbean and Pacific States (OACPS) to prioritise investment promotion as a core driver of regional transformation, moving beyond traditional cooperation frameworks.
He made the call on Saturday, March 28, 2026, during the opening of the 11th OACPS Summit in Malabo, Equatorial Guinea, attended by Heads of State and Government from Africa, the Caribbean, and the Pacific.
“Rwanda believes that the transformation of the OACPS must be anchored in its unique identity as a transregional organisation uniting Africa, the Caribbean, and the Pacific,” Nsengiyumva said. “This distinct configuration positions the OACPS as a bridge across the Global South and a platform for strategic coordination and collective influence.”
He stressed that as global dynamics evolve, financing mechanisms supporting the bloc’s activities must also adapt. “OACPS should reposition itself as a platform that facilitates investment flows and accelerates economic transformation, rather than remaining largely centred on cooperation,” he noted.
Representing President Paul Kagame, Nsengiyumva emphasized that the bloc should focus on delivering tangible results for citizens, including job creation, business support, and economic strengthening through trade and investment.
The Prime Minister also highlighted the importance of digital transformation and innovation. “Harnessing digital technologies and artificial intelligence will be key to driving inclusive growth across our regions,” he said.
The two-day summit, running from March 28 to 29, also covers the implementation of the Samoa Agreement between OACPS and the European Union, which seeks to deepen collaboration in economic development, social welfare, and sustainable development.
“Rwanda will continue to advocate for a focused and action-oriented OACPS that leverages its transregional identity and strengthens its institutional credibility,” Nsengiyumva added. “We stand ready to work with all Member States and partners to realise this vision in a pragmatic and forward-looking manner.”
