The Minister of Local Government, Dominique Habimana, has stressed that access to quality public services is a fundamental right of citizens, not a privilege granted by leaders.
He made the remarks during the end-of-March Umuganda held in Rulindo District, where he joined residents of Buyoga Sector in digging anti-erosion trenches.
The community work brought together local leaders and residents, highlighting collective efforts to protect the environment and improve livelihoods.
Addressing residents after the exercise, Habimana commended their contribution to development and underscored the need for accountability in service delivery.
“Providing quality services is not an act of goodwill—it is our duty, and your right,” he said.
He urged citizens to speak out against poor service delivery, calling on them to report officials who fail in their responsibilities so that appropriate action can be taken.
Residents welcomed the message, noting it would encourage them to demand better services and actively monitor how they are delivered.
Umuganda remains a cornerstone of Rwanda’s community-driven development, bringing citizens together each month to advance sanitation, environmental conservation and infrastructure projects.
