New AI agency approved as Rwanda deepens digital economy push

Rwanda is set to establish a national Artificial Intelligence (AI) agency following key decisions adopted during a Cabinet meeting chaired by President Paul Kagame on Monday, June 8, 2026.

The new institution will be responsible for coordinating, regulating, and advancing the development of AI technologies in Rwanda, with a focus on accelerating digital transformation, supporting innovation, attracting investment, and strengthening economic growth.

According to the Cabinet resolutions, the agency is expected to position Rwanda as a regional leader in emerging technologies by promoting the adoption of AI-driven solutions across key sectors of the economy, governance, and service delivery.

During the same meeting, Cabinet approved the draft national budget for the 2026/27 fiscal year. The budget will prioritise agricultural productivity, industrial development, job creation, and efforts to build a more resilient and diversified economy.

Cabinet was also briefed on the Ebola outbreak reported in the region and measures being implemented to prevent its spread into Rwanda. The Ministry of Health has strengthened surveillance systems, screening procedures, and border monitoring at all entry points.

Authorities confirmed that no Ebola cases have been detected in Rwanda so far, adding that preparedness systems remain fully active across the country’s health facilities. Citizens were urged to remain vigilant and adhere to public health guidelines.

Several financing and cooperation agreements were also approved, including additional support from the African Development Bank for an integrated water resource management project in the Muvumba basin.

Cabinet further endorsed agreements with the International Development Association (IDA) supporting refugee inclusion and poverty reduction programmes, urban transport improvements, and disaster risk management initiatives.

Other decisions included approval of double taxation avoidance agreements with Botswana, as well as air transport agreements with Algeria, Azerbaijan, Botswana, Costa Rica, Guyana, Morocco, Senegal, Trinidad and Tobago, and the United Kingdom.

The meeting also approved the establishment of the Africa Risk Capacity (ARC) Agency, aimed at strengthening disaster preparedness and response across the continent.

In addition, Cabinet approved mining and quarrying licenses and the leasing of state land in Karongi District to Zipline Rwanda Ltd for operational expansion.

The Ministry of Sports announced that Rwanda will host the 21st Kigali International Peace Marathon from June 13 to 14, 2026, while the Ministry of Environment confirmed that Rwanda will host the 38th Meeting of the Parties to the Montreal Protocol in November 2026.

Cabinet also approved several diplomatic and senior appointments across various institutions, including the European Union Ambassador to Rwanda and new leadership positions within RDB, RGB, and HEC.
