Rwanda lawmakers approve Rwf280 billion in loans to support job creation

Rwanda’s Chamber of Deputies has approved two loan agreements worth a combined Rwf280 billion to support development projects and the government’s efforts to create more sustainable employment opportunities.

The agreements were approved during an extraordinary plenary sitting on Thursday, August 20, 2026, through two laws authorising their ratification.

Signed in Kigali on August 13, the agreements involve Rwanda, represented by the Minister of Finance and Economic Planning as the borrower, while the International Development Association (IDA) provides the guarantee. Société Générale was appointed as the lead arranger and intermediary for the financing.

The first loan amounts to JPY 15.022 billion, while the second is worth €81.710 million.

The financing will support development programmes, with a particular focus on the government’s job creation agenda, economic growth, expanding employment opportunities and projects capable of generating sustainable jobs for Rwandans.

The loans will be provided through development policy financing aimed at supporting government reforms and measures designed to strengthen the economy and expand opportunities for employment.

The approval by the Chamber of Deputies marks another step toward the formal ratification and implementation of the loan agreements in accordance with Rwanda’s legal procedures.

Rwanda has made job creation a key development priority as it seeks to expand employment opportunities beyond agriculture and strengthen private-sector-led economic growth.

According to data from the National Institute of Statistics of Rwanda (NISR), 238,491 new non-agricultural jobs were created in 2025, while the country’s unemployment rate fell to 13.4%.

The new financing is expected to further support initiatives aimed at expanding investment, strengthening economic activity and creating more sustainable employment opportunities.
