The Rwanda Mines, Petroleum and Gas Board (RMB) has urged mineral miners to strengthen safety measures as heavy rains are expected during the upcoming rainy season amid El Niño conditions.
In a statement issued on Wednesday, September 9, RMB called on all holders of mineral mining licences to step up safety measures at their mining sites to prevent accidents linked to heavy rainfall.
Among the measures, mining operators have been instructed to install protective roofing over every underground opening and ensure that each opening has at least two exit routes. Openings without two exits should be suspended during periods of heavy rain to reduce the risk of accidents.
RMB also reminded operators that, before work begins each day, a mining technician must inspect the site to ensure that there are no hazards that could endanger workers. The technician must prepare a daily inspection report, which should be kept at the offices of the company or cooperative for future reference if needed.
In view of the heavy rainfall forecast by the Rwanda Meteorology Agency (Meteo Rwanda), RMB urged mining operators to inspect daily all areas where soil erosion could allow water to enter underground workings. They should also monitor areas with water accumulation that could destabilise mining sites and increase the risk of collapse.
The Board further reiterated existing safety requirements, including the mandatory use of Personal Protective Equipment (PPE) by all workers while on duty and the establishment of permanent rescue teams at mining sites where such teams are not yet in place.
Mining operators were also urged to strengthen security measures and step up efforts to prevent illegal mining activities.
