Rwanda’s Cabinet has approved a series of new policies and legal measures and appointed officials to key government institutions, including new leadership at the Rwanda Food and Drugs Authority (Rwanda FDA) and the Ministry of Justice.
The decisions were taken on September 18, 2026, during a Cabinet meeting chaired by President Paul Kagame at Village Urugwiro.
Prof. Raymond Muganga was appointed Director General of the Rwanda FDA. Dr. Jean Pierre Munyampundu was appointed Director General in charge of Food, while Dr. Monia Kabandana was appointed Director General in charge of Laboratory Services.
At the Ministry of Justice, Bibiane Umuzayire Burayobera was appointed Permanent Secretary, while Jean Pierre Rwagasana was named Director General in charge of General Services.
Olivier Mushimire was appointed Secretary General of the Senate.
Cabinet also approved the Rwanda Development Cooperation Policy 2026–2050, which establishes a new framework for cooperation with development partners. The policy is intended to align development cooperation with national priorities while improving results, transparency, accountability and coordination.
The meeting further approved draft legislation on environmental protection and climate change, including a bill establishing the Environment and Climate Change Fund in Rwanda.
Other measures approved include the National Policy on Combating Trafficking in Persons, which focuses on preventing human trafficking, supporting victims, prosecuting offenders and strengthening cooperation.
Cabinet also approved regulations governing the issuance of mining and quarrying licences.
An investment agreement between the Government of Rwanda and Chery Holding Rwanda Ltd was approved to facilitate the construction of an electric vehicle assembly plant in Rwanda.
Cabinet also approved an addendum between the Government of Rwanda and DP World Logistics Ltd covering the second phase of construction of the Kigali dry port and the expansion of cold-storage facilities at the Rubavu dry port.
Several appointments were also made at other public institutions. Izere Parfait was appointed Vice President of the Rwanda Law Reform Commission, while Munezero Marie Jeanne and Ngirinshuti Samuel were appointed commissioners.
Munyaneza Charles was appointed Director General of the National Rehabilitation Service, while Ingabire Chadia was appointed Director General in charge of General Services at the Ministry of Local Government.
Cabinet also approved several diplomatic and international representatives accredited to Rwanda, including representatives of Cyprus, Cambodia, the Korea International Cooperation Agency and the International Organization for Migration.
The meeting was also briefed on several upcoming events in Rwanda.
Kigali will host the 11th Congress of the African Tax Research Network from September 22 to 24. The 26th East African Community Small and Medium Enterprises Trade Fair is scheduled to take place in Kigali from October 30 to November 8.
The Minister of Sports also informed Cabinet that Rwanda will participate in six major international sporting competitions scheduled for September, covering handball, volleyball, basketball and football, including continental competitions, World Cup qualifiers and international club tournaments.
