The High Council Court of Huye has acquitted the Executive Secretary of Gikonko Cell in Gikonko Sector, Gisagara District, alongside his alleged accomplice, in a case involving a suspected Rwf 20,000 bribe.
The Intermediate Prosecution Authority in Huye had charged Buregeya Léonidas with soliciting, receiving, and offering a bribe, while Manishimwe Aloys was listed as a co-accused in the same case.
Prosecution alleged that Buregeya received Rwf 20,000 to allow an individual illegally brewing traditional banana beer, commonly known as nyirantare, to continue operations. He was reportedly arrested by security officers in a bar shortly after receiving the money, in the company of Aloys Manishimwe.
The prosecution had sought a seven-year prison sentence and a fine of Rwf 60,000 for each of the accused.
In his defense, Buregeya denied the charges, explaining that he had been invited by Aloys to counsel the brewer, who was said to be facing marital challenges. He told the court that after sharing legally permitted drinks and holding discussions, the brewer gave him money to cover the bill, as part of efforts to reconcile with his spouse and address disputes linked to financial mismanagement.
Buregeya also stated that he had recently issued a directive banning the brewing of nyirantare, arguing that the accusations were intended to push him out of office to allow illegal brewers to operate freely. He requested acquittal, a position supported by his co-accused, Manishimwe, who also denied any wrongdoing.
After reviewing the case, the court ruled that while the prosecution’s case was admissible, it lacked sufficient evidence. Both Buregeya Léonidas and Manishimwe Aloys were acquitted and ordered to be immediately released.
The court noted that the ruling can be appealed within 30 days.
