Minister Habimana urges accountability and quality service in Kayonza after dismissals

The Minister of Local Government, Habimana Dominique, has called on interim leaders and staff of Kayonza District to prioritize quality service delivery following the recent dismissal of several district officials for negligence.

The meeting was held at the district offices on Tuesday, December 10, and was attended by Acting Mayor Hategekimana Fred, Acting Deputy Mayor Higiro Jules, and the Governor of the Eastern Province, Pudence Rubingisa.

The session was organized to formally welcome the newly appointed interim leaders and introduce them to the district staff.

The interim appointments came just a day after the dismissal of former Mayor Nyemazi John Bosco, former Deputy Mayor in charge of Economic Development Munganyinka Hope, and former Deputy Mayor in charge of Social Affairs Harelimana Jean Damascène.

Minister Habimana explained that the decision to appoint interim leaders was necessary to ensure continuity in the district’s operations, which require close collaboration and effective coordination.

During the meeting, Minister Habimana stressed the importance of delivering excellent services, respecting citizens, and closely monitoring programs aimed at improving community welfare.

He urged the new leadership to accelerate development in Kayonza, noting that the district has abundant opportunities that can only be realized if citizens are satisfied with the services provided.

“Citizens are the most honest measure of performance,” the minister said. “When they appreciate the services, it is visible; when they don’t, it is equally visible. We have a duty to stay close to them.”

In a recent interview with RBA, Minister Habimana highlighted that offering services to citizens is not a matter of charity, but a fundamental duty of every public official.

He also criticized leaders who provide poor services, emphasizing that accountability and professionalism are non-negotiable.

The former Kayonza officials were dismissed due to multiple failures, including withholding critical information on food shortages affecting certain sectors, which led to increased vulnerability among residents.

They were also found guilty of providing substandard services and mistreating residents seeking assistance.

Minister Habimana’s directive sends a clear message that public service in Rwanda is measured by results and citizen satisfaction, reinforcing the government’s commitment to accountability, professionalism, and community-centered governance.
