A delegation from Mozambique’s Ministry of Defence, led by Maj Gen Samuel Luluva, has begun a working visit to Rwanda aimed at strengthening existing defence cooperation between the two countries.
The delegation arrived in Rwanda on Monday, August 24, 2026, and visited the Kigali Genocide Memorial, where its members paid tribute to victims of the 1994 Genocide against the Tutsi. They also toured the Campaign Against Genocide Museum.
During the visit, Maj Gen Luluva and his delegation are expected to meet officials at Rwanda’s Ministry of Defence and visit institutions affiliated with the ministry that provide welfare services to military personnel.
The visit comes amid longstanding security cooperation between Rwanda and Mozambique, particularly in the fight against terrorism in northern Mozambique’s Cabo Delgado Province.
Rwanda has deployed security forces to Cabo Delgado under a bilateral arrangement with Mozambique, where they have worked alongside Mozambican forces to counter armed insurgents and support the restoration of security. Mozambique’s leadership has repeatedly recognised Rwanda’s contribution to the country’s security efforts.
The two countries have also expanded cooperation in areas including military training, intelligence sharing and broader defence relations. During a previous visit to Rwanda, Mozambique’s Defence Minister highlighted the importance of strengthening cooperation between the two countries in response to shared regional security threats.
The latest visit therefore provides another platform for the two countries to deepen defence-to-defence relations and exchange experience in military and welfare-related matters.
