President Kagame appoints new permanent secretaries for Sports and Youth ministries

President Paul Kagame has appointed new Permanent Secretaries at the Ministry of Sports and the Ministry of Youth and Arts Development, according to an announcement by the Office of the Prime Minister.

The appointments, announced on Wednesday, July 15, 2026, saw Ngabo Brave Olivier named Permanent Secretary at the Ministry of Sports, while Ishungure Parfait was appointed Permanent Secretary at the Ministry of Youth and Arts Development.

The appointments were made in line with Article 112 of the Constitution of the Republic of Rwanda, according to the statement from the Office of the Prime Minister.

Ngabo previously served as Permanent Secretary at the Ministry of Youth and Arts Development, a position he assumed in 2024 after serving as Executive Secretary of the National Youth Council.

He takes over at the Ministry of Sports as Rwanda continues to invest in sports development, talent promotion, and strengthening the country’s position in the global sports arena.

Ishungure Parfait replaces Ngabo as Permanent Secretary at the Ministry of Youth and Arts Development, where he will oversee coordination of programmes aimed at empowering young people and advancing Rwanda’s creative sector.

The latest appointments are part of ongoing changes in public administration aimed at enhancing leadership and service delivery across key government sectors.
