Rwanda and Senegal have signed 11 agreements aimed at strengthening bilateral relations and expanding cooperation between the two countries.
The agreements were signed on October 6 and 7, 2026, in Kigali during the first session of the Rwanda-Senegal Joint Cooperation Commission.
Rwanda’s delegation was led by Foreign Affairs and International Cooperation Minister Olivier Nduhungirehe, while Senegal was represented by its Minister of Foreign Affairs and Senegalese Abroad, Cheikh Niang.
The two ministers signed three agreements and eight memoranda of understanding covering political consultations; information and communications technology and innovation; tourism; youth; culture and the arts; sports; higher education and scientific research; and standards development and compliance.
The two countries also signed agreements on legal cooperation in criminal matters, extradition and the transfer of sentenced persons to their home countries.
The agreements are expected to expand cooperation in areas including trade and investment, agriculture, healthcare, infrastructure, security, education, technology, culture, sports and tourism.
Nduhungirehe said the first session of the Joint Cooperation Commission provides an opportunity for the two countries to identify new areas for cooperation.
“Our wish is for these agreements to benefit citizens of both countries in all areas covered by them. They also demonstrate the commitment of both countries to strengthening relations between them and across Africa more broadly,” he said.
Niang said he was confident that the agreements would produce results in areas including agriculture, healthcare and research, while creating more opportunities for investment.
The meeting also included a business forum that brought together private-sector representatives from Rwanda and Senegal to explore investment opportunities and promote trade between the two countries.
The two countries also established a joint committee to oversee implementation of the agreements and decisions reached during the meeting.
The second session of the Rwanda-Senegal Joint Cooperation Commission will be held in Senegal on a date to be agreed by the two countries through diplomatic channels.
