Rwanda’s Minister of Foreign Affairs and International Cooperation, Olivier Nduhungirehe, and his Togolese counterpart, Prof. Robert Dussey, have signed three agreements aimed at strengthening relations and cooperation between the two countries.
The agreements were signed in New York on September 22, 2026, on the sidelines of the 81st session of the United Nations General Assembly (UNGA81).
The memorandums of understanding (MoUs) cover political consultations between the two countries, the establishment of a joint cooperation commission, and a framework agreement outlining broad areas of cooperation across various sectors.
The agreements build on the existing relationship between Rwanda and Togo. In January 2026, the two countries signed an agreement to waive visa requirements for holders of all categories of passports, with the aim of facilitating travel and promoting people-to-people and business exchanges.
The two countries have also expressed interest in expanding cooperation in trade, investment and other development initiatives. Rwanda is represented in Togo by its ambassador based in Ghana, as bilateral relations continue to expand in West Africa.
Togo also plays a role in mediation efforts addressing security challenges in the Great Lakes region, serving as the African Union’s mediator in peace talks between Rwanda and the Democratic Republic of Congo.
The newly signed agreements are expected to provide the two countries with a structured and sustained platform for political dialogue and strengthen cooperation across various sectors, further deepening relations between Rwanda and Togo.
