Rwanda-Egypt security ties strengthened as Minister Biruta leads official visit

Dr. Vincent Biruta, Rwanda’s Minister of Security, is leading a government delegation on a high-level working visit to Egypt, aimed at deepening bilateral cooperation in defense and security.

On Monday, February 16, 2026, the delegation held talks with key Egyptian security agencies, including public safety authorities and the National Protective Service responsible for safeguarding senior officials.

The discussions focused on enhancing collaboration between the two countries, building on an already strong partnership in military training, intelligence sharing, and operational coordination.

Bilateral military agreements signed between Rwanda’s and Egypt’s top commanders in June and December 2025 were highlighted as milestones for boosting communication and joint security initiatives.

Last year, Gen. Mubarakh Muganga, Rwanda’s Chief of Defence Staff, and his Egyptian counterpart, Lt Gen Ahmed Fathi Ibrahim Khalifa, formalized a military cooperation pact to strengthen the development and operational readiness of both countries’ armed forces.

Egypt continues to play a key role in building Rwanda’s senior military leadership, providing advanced training to Rwandan officers at the Nser Higher Military Academy, reinforcing Rwanda’s capacity in strategic security and defense operations.
