The Ministry of Infrastructure (MININFRA), in partnership with urban development stakeholders, has launched a three-day training programme to strengthen districts’ capacity to plan and implement urban development projects.
The training, which began on August 12, 2026, in Musanze District, brings together district leaders and technical staff responsible for urban development.
The initiative is aimed at improving the ability of local authorities to design and implement development projects that respond to local conditions while promoting resilient and sustainable urban growth.
MININFRA said the training will focus on strengthening districts’ capacity to develop high-quality, nature-based solutions that can help address some of the challenges facing growing urban areas.
The programme also seeks to enhance local authorities’ capacity to respond to climate change, promote sustainable settlements and support economic development in communities.
Focus on stronger urban planning at district level
During the three-day training, participants are expected to explore ways of improving urban development planning and management at district level.
They will also examine the role of local authorities in implementing urban planning and settlement management plans and ensuring that approved development frameworks translate into practical projects.
MININFRA said strengthening district-level capacity is critical to ensuring that urban development planning is effectively coordinated from the national level to local authorities.
The ministry said better-equipped districts will be able to align urban development plans with the needs and priorities of residents while responding to emerging challenges associated with population growth, climate change and urbanisation.
The training forms part of ongoing efforts to strengthen Rwanda’s urban planning and management systems and promote more resilient, sustainable and well-planned communities.
