Rwanda Parliament approves Rwf291 billion in development financing agreements

The Chamber of Deputies has approved a series of agreements allowing Rwanda to access loans and grants worth a combined Rwf291 billion to support development programmes in healthcare, agriculture, pandemic preparedness and social protection.

The approved agreements include a €25 million (more than Rwf42 billion) loan from Agence Française de Développement (AFD) to support the continued strengthening of Rwanda’s health sector.

The financing agreement, signed in Kigali on June 5, 2026, between AFD and the Government of Rwanda, is expected to contribute to improving healthcare systems and expanding access to quality medical services.

Lawmakers also approved an $80 million (approximately Rwf116.8 billion) loan from the International Development Association (IDA) to finance a project aimed at promoting commercial agriculture and addressing challenges affecting agricultural production.

The agreement, signed on May 27, 2026, is expected to support efforts to increase agricultural productivity, strengthen value chains and improve farmers’ participation in market-oriented agriculture.

Another approved agreement is an $11.1 million (about Rwf16 billion) grant to strengthen Rwanda’s capacity to prepare for and respond to disease outbreaks. The funding will support a multi-sectoral approach to pandemic prevention, preparedness and response.

The grant agreement was signed between Rwanda, the World Bank and the International Development Association on May 27, 2026.

Parliament also approved a separate $80 million (approximately Rwf116.8 billion) loan agreement to support a social protection project aimed at improving the welfare and resilience of vulnerable communities.

The agreement, also signed between Rwanda and the International Development Association, forms part of broader government efforts to expand social support programmes and improve living conditions.

The approval of the agreements enables the government to access the financing and begin implementing projects expected to contribute to economic growth, improved public services and increased resilience in key sectors.
