Rwanda secures Rwf278 billion financing for development and job creation

Rwanda has secured financing worth about Rwf278 billion to support development projects and job creation, as the government seeks to diversify its sources of capital while keeping public borrowing sustainable.

The financing comprises €82 million, worth more than Rwf140 billion, and ¥15 billion, equivalent to more than Rwf138 billion, according to the Ministry of Finance and Economic Planning.

The loans will have a 15-year repayment period, including a six-year grace period before repayment of the principal begins.

The financing was approved by the Chamber of Deputies through two laws authorising the government to ratify agreements supporting Rwanda’s national programme for inclusive and sustainable job creation.

The funds will support priority areas including infrastructure, health and nutrition, education, agriculture, social protection and industrial development.

The yen-denominated component marks a new development in Rwanda’s financing strategy. The government says it is the first commercial financing Rwanda has secured in Japanese yen, potentially opening additional opportunities for engagement with Asian financial institutions and investors.

Finance and Economic Planning Minister Yusuf Murangwa said the financing demonstrates Rwanda’s efforts to diversify funding sources while maintaining prudent debt management.

The package was facilitated with support from the World Bank and involved financial institutions including Société Générale and Standard Chartered.

The financing comes as Rwanda continues to seek longer-term capital to support development priorities while managing borrowing costs and public debt risks.

The government expects the funding to help accelerate development projects, create employment opportunities and strengthen economic activity across key sectors.
