During the Genocide against the Tutsi in 1994, the United Nations Assistance Mission for Rwanda (UNAMIR) evacuated Tutsi civilians who had been in hiding in parts of Kigali, transferring them to areas already controlled by the Rwanda Patriotic Front (RPF-Inkotanyi).
The evacuation took place as RPF forces continued military operations aimed at stopping the genocide and rescuing civilians in different parts of the country.
At the time, killings of Tutsi were ongoing in several areas, while survivors remained under constant threat despite emerging pockets of liberated territory secured by the RPF.
In the same period, genocidal authorities reportedly sought authorization for large-scale attacks targeting Tutsi civilians who had taken refuge in the Bisesero hills.
