ZIGAMA Credit and Savings Cooperative Society (ZIGAMA CSS), which serves members of Rwanda’s security institutions, has set an ambitious target to increase its profits in 2026 as part of ongoing efforts to strengthen members’ welfare and ensure sustainable growth.
The cooperative plans to raise its profit level from Rwf 39.3 billion to Rwf 42.2 billion in the 2026 financial year, according to resolutions adopted during its 41st General Assembly held on Friday, December 12, 2025, at the Rwanda Defence Force (RDF) Headquarters in Kimihurura.
The Assembly reviewed the cooperative’s performance and approved both the 2026 annual operational plan and the 2025–2029 strategic framework, which outlines priorities for service expansion, productivity enhancement, and long-term financial sustainability.
The meeting was chaired by the Minister of Defence, Juvenal Marizamunda, in the presence of the Minister of Internal Security, Dr. Vincent Biruta, the Chief of Defence Staff of the RDF, and senior officials from various security agencies.
In his address, Minister Marizamunda underscored ZIGAMA CSS’s contribution to improving the economic stability and social welfare of security personnel, describing the cooperative as a key pillar in advancing inclusive financial services within the security sector.
ZIGAMA CSS draws its membership from the Rwanda Defence Force (RDF), Rwanda National Police (RNP), Rwanda Investigation Bureau (RIB), National Intelligence and Security Services (NISS), Rwanda Correctional Service (RCS), and related institutions.
Presenting the Board’s report, Vice Chairperson Brig. Gen. Cooper Mike Mujuni highlighted the cooperative’s performance over the past year and outlined strategic priorities for the coming period, with emphasis on service diversification and operational efficiency.
The General Assembly also approved measures aimed at easing access to affordable credit, including a reduction in interest rates on loans for junior officers and lower-ranking personnel.
Members further adopted governance and welfare-focused resolutions intended to enhance transparency, strengthen institutional management, and expand social protection initiatives for members.
