RIB arrests Nyabihu district staff member over asset declaration offences

The Rwanda Investigation Bureau (RIB) has announced the arrest of Twagirayezu Jean Paul, the officer in charge of public works at Nyabihu District.

According to RIB, he is being investigated for illicit enrichment and failure to declare assets as required by law. The institution said he is currently detained at the RIB Rwezamenyo Station as his case file is being compiled for submission to the Prosecution.

RIB reminded all public officials obligated by law to declare their assets to do so truthfully and completely, warning that non-compliance constitutes a punishable offence.

This development follows an earlier case in October this year, when RIB submitted to the National Public Prosecution Authority (NPPA) a dossier involving 14 Nyabihu District officials suspected of misappropriating public funds.

Those suspects included the District Executive Secretary, David Mugiraneza, the head of the social welfare unit, a building permit officer, and other staff members.

Also implicated were the president of IBUKA in Nyabihu, other leaders within the survivors’ organisation, and executive secretaries of seven sectors earmarked for the construction of 17 houses for Genocide survivors.

These officials and other service providers are accused of misusing funds allocated for building homes for survivors of the 1994 Genocide against the Tutsi in the seven sectors of the district.
