Rwanda and Egypt sign security cooperation agreement

Rwanda and Egypt have signed a security cooperation agreement aimed at establishing a structured framework for sharing information and expertise between their police forces.

The agreement was signed on Tuesday, February 17, 2026, by Rwanda’s Minister of Security, Vincent Biruta, and his Egyptian counterpart, Mahmoud Tawfik.

Minister Biruta praised the longstanding collaboration between the two countries, noting that over 300 Rwandan officers have received training at the Egyptian Police Academy since 1999, reflecting a strong partnership in knowledge exchange and security enhancement.

The Rwandan delegation, led by Minister Biruta, began an official working visit to Egypt on Monday, February 16, 2026. On the first day, they toured various security institutions to learn how they implement laws, including agencies responsible for public safety and the protection of senior officials.

Rwanda and Egypt already maintain military and security cooperation through existing agreements that cover knowledge exchange and officer training. In support of this collaboration, senior military leaders from both countries signed cooperation agreements in June and December 2025 to strengthen security and communications coordination.

Last year, Rwanda’s Chief of Defence Staff, Mubarakh Muganga, and his Egyptian counterpart, Ahmed Fathi Ibrahim Khalifa, signed a military cooperation agreement reinforcing the development of their respective armed forces. Egypt also supports Rwanda in building senior military capacity, with Rwandan officers receiving training at Egypt’s Nser Higher Military Academy.

The new police agreement between Rwanda and Egypt is expected to improve operational coordination, enhance crime-fighting efforts, and ensure the rapid and reliable exchange of security information, ultimately strengthening public safety and national interests in both countries.
