The Rwanda Defence Force (RDF) and the Uganda People’s Defence Force (UPDF) have reaffirmed their commitment to joint border security during the seventh meeting of their Joint Border Commanders.
Held in Musanze from February 18–20, 2026, the three-day meeting focused on reviewing security developments along the Rwanda–Uganda border and strengthening bilateral cooperation.
The discussions assessed the implementation of previous resolutions, particularly in combating cross-border crimes, enhancing intelligence sharing, and establishing coordinated monitoring mechanisms to maintain stability along the common frontier.
The RDF delegation was led by Major General Ruki Karusisi, Commander of the 5th Division, and Brigadier General Deo Rusanganwa, Commander of the 2nd Division. The UPDF team was headed by Major General Paul Muhanguzi of the 2nd Infantry Division.
Senior civilian and security officials from both countries also attended, including Northern Province Governor Maurice Mugabowagahunde, alongside representatives of local government and police institutions.
Beyond security matters, the meeting highlighted opportunities to boost cross-border trade, industrial development, and tourism in the Northern Province. Governor Mugabowagahunde commended the continued military cooperation in addressing illicit trade, drug trafficking, and human trafficking, noting that industrial growth and tourism remain key drivers of economic expansion. He particularly emphasized the role of Volcanoes National Park in promoting regional tourism.
Military leaders from both sides described the forum as a critical platform for building trust, improving communication, and promptly resolving emerging border challenges. Major General Muhanguzi stressed that structured dialogue remains essential for sustaining security, cordial relations, and regional development.
During their stay, the delegation toured major economic facilities in Musanze, including the Musanze Industrial Park, Gorilla Textile Ltd, and CIMERWA. They are also expected to visit the Mutobo Demobilization and Reintegration Centre, which supports the rehabilitation and reintegration of former armed group members.
