Louise Mushikiwabo has officially entered the race for a second term as Secretary-General of the Organisation internationale de la Francophonie (OIF), setting the stage for a competitive election later this year.
In an interview with TV5 Monde on Thursday, March 19, 2026, Mushikiwabo confirmed that Rwanda has already submitted her candidacy, signaling Kigali’s continued backing for her leadership.
“Yes, I am a candidate. My country has submitted my file for re-election. It is a serious race, and I know there are many capable Francophone leaders who could lead this organization,” she said.
She indicated that the contest is shaping up to be highly competitive, with at least three to four candidates expected, including Juliana Amato Lumumba.
“It is a highly contested position. We expect several candidates. Submissions will close on May 15,” Mushikiwabo noted.
Following the submission phase, candidates will present their policy agendas before foreign ministers of member states, ahead of a final vote.
Mushikiwabo emphasized that the growing competition reflects the increasing relevance and influence of the OIF on the global stage.
She has led the organization since 2018, taking over from Michaëlle Jean, and secured a second term in 2022 unopposed.
The decisive vote will take place at the 20th OIF Summit in Phnom Penh, Cambodia, scheduled for November 2026.
If re-elected, Mushikiwabo would rank among the longest-serving OIF leaders, approaching the tenure of Abdou Diouf, who led the organisation from 2003 to 2014.
