A Rwandan YouTuber, Niyigaba Clement, popularly known as DC Clement, has been arrested over allegations of property damage and resisting law enforcement.
According to available information, he was apprehended on Tuesday evening and is currently detained at Jabana Police Station in Gasabo District.
Authorities say the arrest is linked to an incident in which DC Clement allegedly damaged a security and sanitation vehicle belonging to Jabana Sector. Reports indicate that a sector engineer was also present at the time of the incident.
The development follows a dispute over the demolition of a structure associated with the YouTuber. In messages shared on social media, DC Clement claimed he had been treated unfairly, alleging that the building—reportedly shared with others, including a school facility—was demolished without prior notice or an opportunity for explanation.
He accused local authorities in Gasabo District of ordering the demolition in coordination with the Rwanda National Police.
However, the City of Kigali has provided a different account. City spokesperson Emma Claudine stated that the individual had been granted a permit to renovate a small structure but exceeded the approved scope. The permit reportedly allowed limited repairs, including fixing two walls and replacing roofing materials, but prohibited altering the structure, expanding it, or constructing additional features.
According to the City, instead of renovation, a new structure was being erected without proper authorization, prompting authorities to enforce regulations. Officials emphasized that any unauthorized construction is subject to demolition, with associated costs borne by the owner if they fail to comply.
Further reports indicate that the alleged damage to the vehicle may have occurred in reaction to the demolition.
Under Rwandan law, damaging another person’s property constitutes a criminal offence, punishable by imprisonment and a fine upon conviction.
