President Paul Kagame has granted presidential clemency to five individuals previously convicted of various offenses, according to an official gazette published on April 13, 2026.
Among those pardoned is Brig Gen (Rtd) Fred Muziraguharara, former Chief Executive Officer of Horizon Group Ltd, who had been convicted of complicity in the misuse of public funds and failure to report a serious offense. He had been sentenced to one year in prison and fined Rwf1 million.
Also granted clemency is Lt Col (Rtd) Robert Nkusi, who had been sentenced to one year and six months in prison and fined Rwf1 million for complicity in the misuse of public funds.
The list includes Dilan Berat Mete, a former executive of Aknet Construction Co in Rwanda, who had received a similar sentence of one year and six months in prison along with a Rwf1 million fine.
Others pardoned are Emmanuel Kanamugire and Devota Mujawamariya, both convicted of issuing bounced cheques and fined Rwf154.8 million and Rwf84 million respectively.
Conditions attached to clemency
The presidential order sets out conditions to be observed by beneficiaries. Within 15 days of the gazette publication, they are required to report to the prosecution office of their residence and provide full address details.
They must also report to the prosecution once every month as directed and seek authorization from the Minister of Justice before traveling abroad.
The conditions apply for the remainder of their sentences, with authorities warning that clemency may be revoked in case of non-compliance or conviction for a new offense.
