Azerbaijan ratifies air transport agreement with Rwanda

Azerbaijan has formally ratified an air transport agreement concluded with Rwanda, marking a significant step in strengthening bilateral cooperation between the two countries.

The agreement, which establishes a legal framework for air services between Rwanda and Azerbaijan, was signed in September 2025 during an official working visit by President Paul Kagame of Rwanda to Baku, the Azerbaijani capital.

According to the Azerbaijani parliament, the agreement was submitted to the national assembly on Tuesday, December 16, 2026, where it was deliberated upon and approved, paving the way for its full implementation.

The ratification is expected to facilitate the establishment of air links between the two countries, creating new opportunities for enhanced cooperation in tourism, trade and investment.

It is also anticipated to ease travel for business communities and tourists, while promoting the exchange of goods and services.

The development builds on diplomatic relations between Rwanda and Azerbaijan, which were formally established in 2017 and have since expanded into several areas of mutual interest.

While Azerbaijan does not maintain a resident embassy in Rwanda and is represented through its diplomatic mission in Addis Ababa, Ethiopia, bilateral engagement has continued to deepen.

In addition to air transport, the two countries have signed cooperation agreements in sectors including education, agriculture, public administration, trade and investment.

The ratification of the air transport agreement underscores the shared commitment by Rwanda and Azerbaijan to advancing mutually beneficial relations and expanding international connectivity.

It also positions Azerbaijan to strengthen its engagement with sub-Saharan Africa, while offering Rwanda greater access to emerging markets beyond the African continent.
