The Nyamata Primary Court in Bugesera District has ordered that proceedings in the case against Sheikh Bahame Hassan be conducted behind closed doors, citing the sensitive nature of the allegations.
Sheikh Bahame Hassan, the Coordinator of the Gitagata Rehabilitation Center, appeared in court on Thursday, January 8, 2026, for a hearing on provisional detention in connection with allegations of gender-based sexual exploitation involving some women undergoing rehabilitation at the center.
At the opening of the hearing, his lawyer raised a preliminary objection, arguing that the charges involve matters of public morality and decency, and therefore warranted an in-camera hearing.
The defense also emphasized the need to protect the safety and privacy of the complainants.
The Prosecution supported the defense’s request, agreeing that the proceedings should be held behind closed doors.
Sheikh Bahame Hassan was arrested on December 16, 2025, following an investigation into allegations that he abused his position to solicit or engage in gender-based sexual exploitation.
Investigators allege that he promised to assist some female residents with living conditions at the center and facilitate reunification with their families in exchange for sexual favors.
Preliminary findings, according to investigators, indicate that he may have granted certain individuals benefits not provided for by law for his personal gain.
The Rwanda Investigation Bureau (RIB) said Sheikh Bahame Hassan is being investigated for abuse of authority for personal interest and for soliciting or engaging in gender-based sexual exploitation.
Appointed in 2021, Sheikh Bahame Hassan has served as Director of the Gitagata Rehabilitation Center. He previously held public office as Mayor of Rubavu District.
