Jean Damascène Bizimana is a historian, legal scholar, and public servant whose career spans academia, research, and national leadership, where he currently serves as Minister of National Unity and Civic Engagement.
Born in 1963 in Nyamagabe District, Dr Bizimana holds a PhD in international law from the University of Toulouse in France (2004), a Master’s degree in law from the University of Montpellier I, and a Bachelor’s degree in philosophy and humanities obtained in 1991.
Academic and public service career
Before joining government, he lectured in international law at the former National University of Rwanda and Kigali Independent University (ULK) between 2004 and 2006.
He later held key national assignments, including serving on the commission that examined the role of France in the 1994 Genocide against the Tutsi, and as vice-chairperson of the commission investigating the downing of President Juvénal Habyarimana’s aircraft in April 1994.
From 2007, he served as Executive Secretary of the National Commission for the Fight against Genocide (CNLG), leading efforts to prevent genocide ideology and address its consequences. He also previously served as a Senator before his ministerial appointment.
Between 2009 and 2010, he worked as an independent expert and international consultant in human rights and international justice.
Research and publications
Dr Bizimana is a prolific author on governance, history, and transitional justice. His key works include Inzira ya Jenoside yakorewe Abatutsi (2014), La contribution du Tribunal pénal international à l’évolution de la justice pénale internationale (2004), and L’Eglise et le génocide au Rwanda (2001).
Ministerial role
He was appointed Minister of National Unity and Civic Engagement on August 31, 2021, by President Paul Kagame, where he leads national efforts on unity, historical education, and combating genocide ideology.
Personal interests
Beyond public service, Dr Bizimana is a football enthusiast who supports Olympique de Marseille, Real Madrid, Manchester United, and AC Milan.
He also appreciates Rwandan music, especially classic bands such as Impala and Nyampinga, as well as artists like Cécile Kayirebwa and Masamba Intore.
