Former FDLR secretary general Brig. Gen. Gakwerere to face military justice

Brig. Gen. Ezechiel Gakwerere, the former Secretary General of the FDLR rebel group, is set to be handed over to military justice authorities, according to Rwanda’s Military Prosecution.

The announcement was made on Monday, February 9, 2026, by the Military Prosecutor General, Col. Charles Sumanyi, during a press briefing jointly organized by the Supreme Court and other justice sector institutions, including the Military Prosecution.

The briefing was held as part of the launch of the Anti-Corruption Week in courts, themed “Poor service delivery creates room for corruption. Speak out and fight it together.”

Col. Sumanyi said Brig. Gen. Gakwerere is currently being questioned by security agencies and will be transferred to the Military Court in the near future.

He said Gakwerere served as the Secretary General of the FDLR and possesses extensive information on the group’s past and ongoing activities, which security agencies are still reviewing.

The Military Prosecution stated that Gakwerere has much to answer for, including alleged involvement in the 1994 Genocide against the Tutsi and crimes linked to the FDLR, a group formed by perpetrators of the genocide.

On March 1, 2025, an armed group opposed to the government of the Democratic Republic of Congo handed over Brig. Gen. Gakwerere and 13 other FDLR combatants to Rwanda.

Investigators allege that Gakwerere was among soldiers sent by Capt. Nizeyimana to the residence of Queen Rosalie Gicanda on April 20, 1994, where she was killed.

He is also accused of involvement in the killing of Jean Baptiste Habyarimana, the former Prefect of Butare.

Rwandan authorities said the case will be handled in accordance with the law as part of ongoing efforts to ensure accountability for genocide-related crimes and terrorism.
