The Rwanda Defence Force (RDF) and the Rwanda National Police (RNP), in partnership with various government institutions, have launched nationwide community outreach activities aimed at improving citizens’ livelihoods through development projects valued at more than Rwf2.5 billion.
The activities were officially launched on March 9, 2026. At the national level, the programme kicked off at Groupe Scolaire Rwankuba in Kinyinya Sector, Gasabo District in Kigali, where officials laid the foundation stone for the construction of 15 new classrooms at the school.
This year’s initiative is being implemented under the theme: “Partnership between citizens, the Rwanda Defence Force and the Rwanda National Police in activities marking Kwibohora 32.”
The projects will be carried out across the country and will focus on improving social welfare through activities such as medical outreach services, livestock distribution, construction of houses for vulnerable families, building classrooms, expanding access to water, construction and rehabilitation of bridges, as well as environmental protection initiatives.
Speaking at the launch, the Deputy Inspector General of Police in charge of Administration and Personnel, Jeanne Chantal Ujeneza, called on citizens to actively participate in the activities, noting that the projects are designed to directly benefit communities. She also urged residents to continue working closely with security organs to safeguard peace and stability.
“These activities aim to improve citizens’ welfare and promote development while commemorating our country’s liberation,” she said. “They also give us the opportunity to reflect on where we came from and the progress we have made. Development must go hand in hand with security because insecurity is not only caused by gunfire; when people lack decent living conditions, security is also affected.”
Kigali City Mayor Samuel Dusengiyumva commended the RDF, RNP and partner institutions for their commitment to improving the living standards of citizens. He also praised residents for their continued participation in national development through collaboration with different institutions.
The Minister of Education, Joseph Nsengimana, described the initiative as a strong demonstration of solidarity and dedication to improving citizens’ welfare, noting that people-centred development remains the foundation of national progress.
“While the army and police are primarily known for safeguarding national sovereignty, maintaining security and preventing crime, they also play an important role in supporting the welfare and development of citizens,” he said.
Across the country, the initiative will support various projects. In Western Province, 15 houses will be constructed for vulnerable families in Nyabihu District. In Kigali City, Gasabo District will benefit from the construction of 15 classrooms at GS Rwankuba, including three for early childhood education and 12 for primary learners, along with 18 toilet facilities.
In Ndera Sector, an Early Childhood Development centre will be built, while a vulnerable resident will receive poultry to support income generation and help reduce poverty.
In Eastern Province, Nyagatare District will host awareness activities aimed at strengthening crime prevention, while residents in Kayonza District will receive cows to support household livelihoods and address malnutrition. In Gatsibo District, tree planting activities will be conducted to combat soil erosion and protect the environment.
In Northern Province, medical outreach services will be offered to residents in Gicumbi District, while in Musanze District bridges will be rehabilitated and new ones constructed.
Meanwhile, in Southern Province, additional classrooms will be constructed in Kamonyi District as part of the nationwide community outreach programme.
